Voluntary Registration Scheme
In ensuring the safety of the public, EMSD takes a leading role in establishing safety standards, with the preparation and enforcement of legislation in all matters related to the Electricity Ordinance. In support of the Ordinance, EMSD's responsibilities cover: ensuring safe electrical installations, safe electrical products and the safe and reliable supply of electricity, as well as promoting safety practices and the safe use of electricity through public education.

To facilitate consumers to select household electrical products which have been issued with a certificate of safety compliance in accordance with the Electrical Products (Safety) Regulation, EMSD has launched a voluntary scheme for registration of household electrical products and posted the relevant product information onto EMSD's website.

The scheme now covers 24 types of household electrical products including adaptor, extension unit, hair dryer, electric iron, vacuum cleaner, compact fluorescent lamp, CRT television set, LCD/Plasma TV, digital TV set-top box, air purifier, dehumidifier, fan, window type air conditioner, split type air conditioner, room heater, hot pot, rice cooker, microwave oven, range hood, fixed type induction cooker, portable type induction cooker, refrigerator, washer and electric water heater.

Hong Kong Safety Mark (HKSM)
In 1998, Hong Kong Certification Centre (HKCC) launched a product certification scheme.
The Hong Kong Safety Mark (“HKSM”). Certified products under the HKSM Scheme are proved to be in compliance with local and international safety tests, and that the manufacturers have undergone a standard production assessment.
The Scheme answers the concerns of consumers, users, and all interested parties and instills confidence regarding the particular product’s acceptance in the market and its compliance with international or local regulations. In addition to providing a useful guide to consumers, the Safety Mark helps manufacturers, importers, distributors and retailers improve their brand image.
