Emirates Conformity Assessment Scheme (ECAS)
​ECAS is a Product certification Scheme being implemented by the (ESMA) as mandated by the Federal Law 28 of 2001.​
The United Arab Emirates shall take all appropriate measures to ensure that electrical equipment may be placed on the market or put into service only if, having been constructed in accordance with good engineering practices in safety matters prevailing in the International Community, it does not endanger the safety of persons, domestic animals or property when properly installed and maintained and used in applications for which it was made.

These provisions constitute the essential requirements of the Emirate Conformity Assessment Scheme rules. Before being placed on the market or put into service, the electrical equipment must meet these requirements. This means that the electrical equipment must meet:

The technical requirements:
The electrical equipment shall be so constructed in accordance with good engineering practices concerning safety. The technical requirements of equipment meeting these safety practices are specified in IEC Standards, UAE Standards or other relevant standards and technical documents.

The Administrative requirements:
Compulsory procedures and documents implemented by the manufacturer or his authorized representative are imposed by ESMA (e.g. conformity assessment procedures, marking on the product, technical files, declaration of conformity, and instructions for use if relevant).

EQM Mark
​​The (EQM​) is a mark of conformity granted to the products that can demonstrate compliance with the relevant UAE National Standards, Regional and/or International Standards and are manufactured by an organization implementing an effective Qua​lity Management System to ensure continuous compliance. The process of achieving the license to use the Emirates Quality Mark involves a comprehensive evaluation of the product​ as well as the quality system used by the manufacturer in pro​duction through testing, inspection.​

Conformity marking for the GCC Countries​
Member States: Member States of the Standardization Organization for the Cooperation Council for the Arab States of the Gulf (United Arab Emirates, Kingdom of Bahrain, Kingdom of Saudi Arabia, Sultanate of Oman, State of Qatar, State of Kuwait and Republic of Yemen).

In execution of the goals of the Gulf Cooperation Council to realize the integration and connection between the member countries in all fields and support their unity, and according to the goals of the “economical agreement” between the Council countries, which established the basis of the common market for the GCC countries, to develop the common work method between the Council countries, and whereas a unified conformity marking shall be used to facilitate the control process of the common market for the GCC countries by the competent authorities of the member countries, and to clarify the commitments of the manufacturers and importers in regards to the mark by virtue of the applied systems.

The conformity marking shall be interpreted as the conformity of a product with a specific level of the principal requirements provided in the technical regulation issued by the standardization organization for the GCC countries related to the product, and shall realize a specific level for the protection of the joint interests as imposed by the relevant technical regulation in order to prove that the manufacturers and importers have already taken all the procedures of conformity verification provided in the technical regulation issued by the standardization organization for the GCC countries in regards to the product.

This Technical Regulation deals with safety essential requirements and EMC; non covered aspects (such us Energy Efficiency) may be subject to particular National Technical Regulations for some products.
