The objective of the Controlled Goods Registration Scheme is to protect consumers’ interest by ensuring that household electrical and electronic products, designated as controlled goods, meet the Safety Technical Regulation. The regulation is equally applied to both domestic and imported products. At the time being, there are thirteen (13) categories of controlled goods in Viet Nam. The list of controlled goods and applicable safety standards are provided in Chapter 6 of this information booklet.

Registration of controlled goods under the Safety Technical Regulation is based on Certificate of Conformity (CoC) issued by designated third-party Conformity Assessment Bodies (CABs).

PARTIES THAT NEED TO APPLY FOR REGISTRATION
Only one party involved in the supply chain of the controlled goods in Viet Nam needs to register the controlled goods with the Regulatory Authority. No party shall be allowed to advertise and/or supply the controlled goods unless they have been registered with the Regulatory Authority. The registration is non-transferable.

Importer
Importers who import controlled goods that are meant for Viet Nam are required to apply for registration with the Regulatory Authority. No registration is needed if the controlled goods are meant for export only. However, these ‘For Export Only’ controlled goods shall not be advertised, supplied, displayed in any retail outlets and/or made available for sale in Viet Nam under any circumstances.
Parallel Importer
Any parallel importer of the same brand and model of controlled goods are also required to apply for registration.

Retailer
Retailers are only required to apply for registration if they import the controlled goods themselves.

Manufacturer
Any local manufacturers in Viet Nam who supply the controlled goods to the domestic market are required to apply for registration of goods prior to sale.

Distributor
Since the Certificate of Conformity (CoC) is not transferable, when a company relegates its ownership of its registered controlled goods to another business entity, the latter has to re-register the controlled goods with the Regulatory Authority prior to sale on the domestic market.
